This is probably due to the fact, that the dicom plugin proveds only an editor and not a view.
Possibly renaming of the doxygen page could solve this.

The name of the doxygen page was not the problem, as it defaulted from editor to plugin anyway (and correctly) but the user manual directory was incorrectly named "Manual" instead of "UserManual" throwing doxygen off.
