Loading of dicom diffusion images fails on umlauts in the patient name

Description

It has been reported via mail, that there is an issue loading diffusion dicom files having an umlaut in the given or family name of the patient.

I have not tried to verify it and there have been similar issues raised regarding default loading of files in T12252 and dicom loading of no diffusion images in T11900

There also seem to be problems with umlauts and other special characters in path names. This was reported as tangential issue in T11683 .

Please verify. This is a recurring problem and should either be fixed in the new concept or, if already fixed, close this bug with a pointer to the corresponding bug.
