Enable loading of SIEMENS MOSAIC DICOM diffusion files

Description

There are several issues with the SIEMENS MOSAIC, some of the due to corrupted header, but still even after correction we are not able to load the diffusion image correctly from this DICOM format.

Yes. Works on the branch. Can be closed after verification. Will try to add some test data for it.
