define which exceptions should be thrown at which events. Then implement exception classes and macros.

Das soll noch in Release 1 rein. Am Mittwoch, 4.3. soll es eine kurze Besprechung dazu geben, bis dahin bitte überlegen, wie die Exceptions aussehen sollen.

this bug depends on the general MITK exception concept which is documented in T11354
