How we deal best with sub-tasks such as wDB?

Description

Discussing how FS-E IT-Restructuring Task can be managed best. As an example, how wDB Tasks can be managed best in FS-E IT Phabricator project. Should we use a dedicated Tag/Label or is a Workboard Column sufficient enough? Consider we want to query how many ressources/tasks are allocated by wDB per quartal.

@kislinsk will add a wDB label and pre-defined wDB-Task form to phabricator.

Currently, only the members of wDB see the "Create wDB Task" form, which is @reicht.

Yes, members @hentsch and @floca are added to the wDB-Project members.
