Implement NN based tractography

Description

We want to use 3D patch based classification/regression for fiber tractography. Neural networks are perfect for that.
In MITK the Dlib library seems suitable for neural networks as well as other machine learning methods.

Pushed new branch T22428-NnBasedTractography.

switch to pytorch and python interface. if nn based tractography is approached again, create new task.
