Superbuild: OpenCV build fails in RelWithDebInfo

Description

OpenCV does not support (officially) RelWithDebInfo builds. I have patched OpenCV to support RelWithDebInfo and MinRelSize builds. I have added this patch to the already existing OpenCV patch file.
