MITK ITK fix for future compilers

Description

VCL of VXL is known to break newer compilers because of the way the file vcl_compiler.h was implemented. This has been fixed upstream but since MITK uses an older version of ITK, this has not been pulled.

The attached patch adds a patch step to the CMake file for ITK and applies the upstream changes to VCL.
