How to create a new MITK Plugin - start confusing

Description

In http://docs.mitk.org/nightly/NewPluginPage.html :
On a windows machine: MitkPluginGenerator.exe -h is not working (The program can´t start because Qt5Core.dll is missing from your computer)
For a beginner it is not clear how to solve this problem.
It should be specified, that PATH= is missing and a .bat like in startMitkWorkbench_release.bat has to be used.
The PATH= information is written on a different page and a beginner cannot directly make the connection.

Whoever will work on this: We currently are based on CMake 3.10. With CMake 3.13 there is a new standard way of setting the debug environment (e.g. PATH=...) for visual studio projects.
