After trying to save a tool storage file without having write permissions for the directory, the workbench is in an inconsistent state: An exception is thrown and dialog is shown: 'An error occurred. You should save all data ...'

Steps to reproduce:

• Open 'IGT Navigation Tool Manager'
• Click 'Create New' button and choose a name
• Click 'Save' button
• In the file dialog, navigate to a directory where you don't have write permissions
• Click 'Save' button

--> Error is raised
