Clipping plane deformation tool doesn't show updates in 3d window

Description

In the "Clipping Plane" view, the 3d visualization does not show the deformation.

Steps to reproduce:

  1. load image, e.g. Pic3D
  2. create clipping plane
  3. open the Clipping Plane view
  4. select Deformation tool
  5. interact with the plane in 3d by pulling it with the left button

-> 2d windows show a deformed plane
-> 3d window does not show any deformation

on a side note, mouse wheel in 3d used to change the size of the interactive region, doesn't work as well, maybe related

@kislinsk @kalali I have in mind that you recently had a look at the ClippingPlane. Since the clipping plane does not show the expected behavior, does it make sense to rewrite the documentation for it? I have in mind you even considered to declare it deprecated.

Do you know when it worked the last time? What do you want to rewrite - I don't see any reference to the 3D window.

I couldn't identify any differences between the latest develop branch and my installed MITK v2018.04.2.

I could change the size of the interactive region (for deformation) but simultaneously the plane was zoomed in / out. Same behavior as in MITK v2018.04.2.

Request discussion result:

Clipping plane will be separated from segmentation/segmentationUtilities and moved to an own plugin.
Reason was that we wanted to avoid having a prominent Release plugin that (currently) lacks usability and contains bugs.
For the future, the plugin should be reworked.
