Migrate to new CDash site

Description

The new CDash site URL is https://cdash.mitk.org and is running CDash version 2.6. CDashConfig.cmake needs to be migrated. All the legacy DROP variables should be replaced with set(CTEST_SUBMIT_URL "https://cdash.mitk.org/submit.php?project=MITK").

I wiped out the workspaces of the Jenkins Continuous and Nightly clients which is necessary to apply the new submission URL. I will do the same for eMITK.
