Start Recording Test in IGT Example can't be stopped

Description

After starting the Recording Test it continues running until the application is closed. There is no button to stop the Test. "Recording"/"Replaying" message in bottom left corner is flickering the whole time.

ENH (#3723): Modified buttons for recording and replaying so that stopping the record and play timer is possible now. Inserted an itkGetMacro for the recording state of the NavigationDataRecorder. Also made little layout changes to the IGTExampleView UI.
