To reproduce it open an image and a surface file. Make sure the surface file is selected in the data manager and then do a measurement.
But perhaps the bug only occures under Mac OS X.

Problem can't be reproduced. The Level Window Scale does scale. But when the scale is e.g. 10000/20000 you will not see small changes.

"Default Level/Window" and "Default Scale Range" are working correct => bug can't be reproduced (on Mac 10.8.4).
