Clear up interaction configs by splitting into smaller units

Summary: Fixes T24368 as discussed in the task. Interaction configs are split up into common parts to reduce redundancy. The easiest overview of the exact changes can be seen in mitkInteractionSchemeSwitcher.cpp in the way interaction schemes are set.

Test Plan: Play around with the interaction on any image, e.g. clicking to set the crosshair and turning on the coupled/uncoupled/swivel rotation modes
