Add Stitching MiniApp to installer

Summary: By turning on BUILD_MatchPointCmdApps in the WorkbenchRelease config, the Stitching MiniApp is added to built installers

Test Plan: Build an installer, see if MitkStitchImagesMiniApp.bat now exists next to the usual executables
