Reduces some dependencies

In the USPersistence and the USActivator QT was needed which led to a
build error. As I will not need them for my project I commented them out
in the assoiciated files.cmake. Same goes for the
mitkNavigationDataEvaluationFilter. No need for that in my project but it
causes dependencies to other modules. So I commented him out to in the
associated files.cmake.
