[Perfusion] Baseline range bug for variable flip angle conversion

Description

In the DCE MR Perfusion DataFit View the following bug was found for the VFA conversion: "Bug: Baseline range was 1 and 3. Start button wasn’t active. Had to manually change to 0, 0 to enable the start button.
"
