Linux compatibility. Wheel is now builded (not tested so far)

Basically three things:

1. For gcc, the size of Ints isn't compatible to swig default, needed a switch to change that behavior
2. When calling a external cmake in LegacyPackaging.cmake, the parameter need Quotes in order to work
3. File extensions are different to windows, therefore an an adaptaiton of setup.py.in was necessary.
