Add methods for UTF-8 string conversion

They are used to store string properties like "path" as UTF-8 encoded strings just like all other strings/string properties. It is only relevant on Windows as all other supported platforms are based on UTF-8 strings anyway.

Also deleted a dangling, unused function that was already earmarked for deletion but forgotten.
