Update ITK and SimpleITK

Summary:
SimpleITK builds on Windows

Make our FindNumpy.cmake python3 compatible

Fix linker error related to ITKIOBruker and ITKIOMINC

Don't enforce CMAKE_PREFIX_PATH setting

This could potentially fix some issues where 3rd party libraries in the
Qt directory are found by other builds

Enforce Python 3 in VTK build

Update CTK

Update ITK

Use specific SimpleITK version hosted on our servers

Remove all traces off non-system python

Hand through Qt information

Configure SimpleITK post install correctly

Remove some more non system python remnants and unneeded patch

Set correct SimpleITK directory

Remove references to self-build python

Remove attribute value functionality for now

For an unknown reason creating a string representation of the object
clears the list of objects and leads to errors. Compare T24085#122353

Make sure SimpleITK uses the same compiler we do

Comment out unused variable

Test Plan: Continuous dart clients and testing during release phase
