Add possibility to specify link directories

Since CMake 3.13, link directories can be passed target-wise with
target_link_directories(). It allows to write MITK package config
files for dependencies that needed ADDITIONAL_LIBS before. Now
they can be specified with PACKAGE_DEPENDS as well.
