Add interaction scheme toolbar, extend multi widget configuration toolbar

The interaction scheme toolbar replaces the mouse mode switcher (see
T24356 for discussion).
The configuration toolbar is now able to change the view direction of
the render windows of the multi widget, using the render window manager.
