Yes, this is still current. When selecting one of the rotational modes, you can move your mouse cursor to a plane in the 2D render windows (e.g. the blue line in the axial render window). Once you are close enough to the line your mouse cursor will change. Pressing the left mouse button and moving the mouse with the button pressed will then rotate the plane.

I have not looked at the documentation so far, just quickly scanned the screens.
