itkVectorImageToImageFilter and itkExtractDwiChannelFilter do the same

Description

One of both filters could be deleted, because both do nearly the same.
The only difference is that the itkExtractDwiChannelFilter is multi threaded and itkVectorImageToImageFilter not.
