AutoDetection for OpenIGTLink connections

Description

Add a function to automatically detect all tracker streams from an active OpenIGTLink connection. This could be integrated into the tracking toolbox view by using the "AutoDetect" button.

Works for windows, but some issues under linux / ubuntu...

Works fine for Windows, feature is available. Status for Linux has to be testet but if there are issues we can make a new task on this.
