[Measurement] Planar figures are disabled when the image is already loaded

Description

When you open the measurement tool and an image is already loaded, the measurement tool already seems to have picked the right image but you are not able to measure anything. You first need to click on the "x" at the end of the choosen image bar and afterwards have to select the image again and then it works out.

Proposed a fix in D388, maybe there is a more elegant way but it works now

I wouldn't say a bug introduced but rather, a feature whose usage doesn't seem to be intuitive :-)
