Documentation for DICOM loading tests

Description

DICOM tests suggested in T3700, esp. individual test cases, should be described on a separate Doxygen page, so that

  • test cases and expected results are clear
  • new tests can be created in a consistent way

Started documentation structure in branch bug-3700-dicom-loading-tests.

Will put documentation on this branch for practical reasons.
