Load a CT image and choose a level/window preset (e.g. liver) by right-clicking on the l/w-slider. When you move the l/w-slider by dragging its center (to modify the level), the window changes arbitrarily. The expected behaviour is that is stays constant.

If the 'window changes' refers to the level window ( i.e. the lw-slider) than the bug is possible that by moving the slider by dragging the size of the level-window reacts to the change of the horizontal position of the mouse.
( moving left = increase, moving right = decrease )
If yes, then it is desired behaviour (PACS like) of the l/w slider. See T10861
