Use new segmentation creation dialog

The dialog replaces the distinction between static / dynamic segmentations
inside the QmitkSegmentationView.
The dialog is newly added to QmitkCreateMultiLabelSegmentationAction
to add the possibility to distinguish between static and dynamic
segmentation creation.
