Allow layer change in synch render window mode
Summary:
Allow data dropping if the base renderer is null
If the base renderer is null, the model is in synchronized state, using
global / default node properties.
Test Plan:
manual testing
- open the MITK workbench, load two images
- close the StdDisplay, open the MxNDisplay
- use the "data" menu in the render window to change the
order / layer of the two nodes
- observer how their order is changed in the model
and how the order of rendering changed
- open more render windows and see how the rendering order
is reflected in all synchronized render windows
