Include CoreCmdApps in WorkbenchRelease configuration and add PhenotypingRelease configuration

Summary:

• Include CoreCmdApps in WorkbenchRelease configuration
  • FileConverter
  • ImageTypeConverter
• Remove experimental prototype app RectifyImage from CoreCmdApps
• Add build configuration for MITK Phenotyping
• Fix T27992

Test Plan: Manually checked if everything is included as expected. PhenotypingRelease configuration based on MITK Phenotyping documentation page. Also built a phenotyping installer a few days ago and asked MIC people to check if everything they need is included.
