Updated CTK and DICOM related toolkits

Summary:
Slight change for the DICOM Browser: use a temporary file instead of
an in memory sqlite database

Test Plan:
Did some testing of basic DICOM Browser functionality: Q/R, browse local files.
Checklists should be created for that in the future
