bug or feature?
to me it felt like a bug because i expected the figure to be added to the selected image. makes it kind of difficult to add a figure to any other image but the topmost if one is not familiar or used to the layer concept.

But you have to regard that the one with the highest layer property is the one the use can definitely see. DataObject with lower layer may not always be visible.

Interaction by default applied to the top-most visible image,
so i think this is expected behavior.
i can imagine that there are use cases where one might want different behavior,
i suggest to open a feature request for these cases.
