level window widget does strange things

Description

upper bound is set too low -> higher values are all white no matter how the widget is changed.
level can be changed to absurd values (up to 10xe^9). in the other direction (very small values) the scale ticks vanish. in general very strange behaviour.

additionally default window does not cover the whole value range of the selected image and the scale does not even show all vales (min to max).
