Measurement interaction is always possible

Description

If you use the measurement view to e.g. measure a line and change the view afterwards, interaction with this line is still possible. According to the testing protocol it should only be possible when the measurement view is activated.

I think this is probably a bug in the test protocol. Adding rfd keyword. We can discuss that briefly in the next meeting

I also think this is intended behaviour and the protocol should be updated. If you change into the segmentation view, interaction with planar figures should be disabled (both are "zombie views" and zombie views are mutually exclusive).

This bug could not be fixed for release 2013-06. Setting target milestone to next release
