Easy: Port PointSetVtkMapper2D::makePerpendicularVector2D() to Vector class

Description

Since the static function makePerpendicularVector2D(const mitk::Vector2D&, mitk::Vector2D&) in PointSetVtkMapper2D does mathematic operations on two 2D vectors, it should be ported to the mitk::Vector class.
