Possible problems in dicom loader, when changing the local storage location

Description

this needs verification and testing:

setup: change the path for the dicom local storage.
start importing dicoms. try loading them again.
restart workbench, import more data, try open them again.

the data can sometimes not be opened again.

could not reproduce it on linux,
should be checked on Windows (where it was observed once).

This bug could not be fixed during the 2015.05 release.

Can't reproduce bug on windows.
All data I tried to load from the local storage was visualized correct. Changed the local storage directory several times.
