Default zooming/panning behaviour does not fit settings

Description

To reproduce:

  1. Start workbench using BlueBerry.Clean
  2. Load any image

-> zooming/panning is unhindered

  1. Open preferences->Editors->Multiwidget

-> The checkbox "Use constraint zooming/panning" is ticked

unticking and re-ticking the checkbox leads to the expected behaviour. It just seems the default application behaviour and the default checkbox state do not fit to each other.

Changing importance and priority as it may reveal more bugs of this kind. It may be related to the latest BlueBerry changes. We need to investigate this before the release.
