Update of ToolManager/TrackingToolBox missing when adding a new tool using the other view

Description

When adding a tool to a existing toolStorage with the TrackingToolBox, the ToolManager view doesn't update the toolStorage (ToolManager has to be opened and ToolStorage selected before adding the tool).

If no toolStorage exists on MITK start (reset the toolStorage in the TrackingToolbox, close and restart MITK), tools added with the ToolManager are not displayed in the TrackingToolBox.

Tested on igt stable branch T22595-NavigationModules-2016.11.3-igt.
