New created ToolStorage should be available in TrackingToolbox

Description

If a new ToolStorage is created with the TrackingToolManager, it currently has to be saved to disk and reloaded with the TrackingToolBox to be available for tracking.
It should be possible to select any toolbox available in the TrackingToolManager for tracking.

Restructuring might solve T23567. Check this bug when solving this issue.
