Currently, all incoming messages received by an OpenIGTLinkDevice are logged by default. However, logging should be turned off by default.

Furthermore, the GUI logic of the OpenIGTLink Manager concerning the logging settings are inconsistently in some use cases (e.g.: activate/deactivate logging, when no active OpenIGTLinkDevice is chosen --> does not influence the logging behavior of the OpenIGTLinkDevice activated later)
