CESTCustomTagParser uses non-thread safe locale

Description

When reading files from disk the mitk CEST custom tag parser uses the mitkLocaleSwitch instead of imbuing the streams directly. This is perfectly fine in non-thread environments, but presents a potential problem when working with threads.
