[Interaction] Disabling and reenabling PACS like interaction resets functionality but not UI

Description

When the PACS like mouse interaction mode is turned off and on again in the preferences, this resets the active functionality to the default (crosshair) but the selected tool in the PACS toolbar stays the same.

To reproduce:

  • Turn on PACS mode in the preferences
  • Load any picture
  • Switch the active tool to any other (e.g. pan)
  • Turn off PACS mode in the preferences (and confirm with "OK")
  • Turn on PACS mode in the preferences
  • The selected tool will still be outlined. When clicking, however, it will only move the crosshair
