org.mitk.gui.common plugin is not initializing the CppMicroService

Description

Related to T29025: Preference service (access) based on cpp microservices and following the suggestions in {D763} the plugin using the new preferences service (mitk::CoreServices::GetPreferencesService();) needs to initialize the CppMicroService. This should be done inside the plugin activator class. For the org.mitk.gui.common plugin this has not been done so we need to add it accordingly.
