Measurement: Tool buttons do not show their icons

Description

Observed on two windows machines with recent checkout (at least): The tool buttons of the QmitkMeasurement bundle are just gray, there are no icons displayed any more. Any idea why this could be?

FIX (#3321): adapted the .qrc and .cpp file for adding the icons to the GUI. Rename Measurement_48.png to measurement.png and remove icon.xpm.
