Move IpPic I/O classes from Core to a new module

Description

In order to resolve the dependency of Core to mitkIpPic, all IpPic-related classes ( FileWriter/Reader ) have to be moved aside into a separate Module.

A prerequisite is merging of the RenderingIntegrationTest topic branch into the current development branch for removing IpPicDescriptor from image classes (bug-8977-NewPixelType).

Issue solved. The commit messages are inserted only to the bug related to the branch merged into master - i.e. T10643.
