T28127 Reopen_segmentation_in_MITK

Summary:
Made NODE_PREDICATE_GEOMETRY_DEFAULT_CHECK_PRECISION less strict to cope with problemes like T28127.

Opened https://github.com/QIICR/dcmqi/issues/414 to check if DCMQI
could have a higher fidelty. Then we could reverse this kind of workarround
and become more strict again.

Fixed T28127.
