Create central image measurement and statistics bundle

Description

To reduce the number of measurement related bundles and group those together that form a sensible unit the following might be a reasonable proposal:

MITK_BUILD_org.mitk.gui.qt.measurement
MITK_BUILD_org.mitk.gui.qt.imagestatistics

This would form a bundle for measuring, as imagestatistics without the measurement bundle are near unusable and measurement, while viable by itself, gains most of its usefullness through the imagestatistics of the masked area.

MITK_BUILD_org.mitk.gui.qt.simplemeasurement is not included by design, as it is more of a tutorial bundle, than intended for real use.

Merged bundles

The imagestatistics bundle and the measurement bundle have been joined in the new measurementtoolbox bundle.

The bug is merged in the master and works fine. Bug is resolved
