Add support for header offset in RawImageFileReader

Description

The RawImageFileReader could be used to read file formats, like Varian FDF and VFF, composed of

  1. A header and;
  2. Raw data

by skipping the header bytes. The itk::RawImageIO [1] used in the RawImageFileReader already has the method SetHeaderSize() allowing to skip header bytes.
